In Michigan, if you are a primary electric customer,  you
can resell electricity to your tenants. The profit comes
from the difference in the price between the cost of
primary power, 13,200 volts for example, and the
secondary end user voltage of 480 or 208.
To calculate the difference, you need to have revenue
grade sub metering installed on all of your tenants
power. You may then charge the same price per kilowatt
hour that your utility would for the same voltage.
